Inversar is another high-population world, but unlike Alter, its' bureaucracy is distant and poorly-attuned to the needs and desires of the people. A morbid fear of a collapse of society into anarchy grips the high councils, and the dreaded Tolthril secret police enforce a reign of terror. Citizens can and do disappear for no good reason, usually 'convicted' of being 'subversive'. Because the population is so high, traders do come here to do business, but most do not leave the confines of the starport in order to do so.
