Colony of Alter, tightly controlled, ripe for revolt

260 years ago, the high population world Alter found itself in need of more lebensraum. Odiela, on the edge of the subsector, was at the time uninhabited, and unappealing due to its' lack of dry land. Alter''s technology, reasonably high for Flavin, held the answer, and arcologies were built to accommodate the colonists. From the first, the Lynorial on Alter retained very firm control of Odiela, and that translates today into a rather tough law level - much higher than the parent world. This isn't especially popular, and the system is ripe for a revolt. Technology is artificially rationed, and offworlders limited to a sealed canton on one of the few solid islands. Goods imported are rigorously regulated, and anything prone to increase the overall tech level of the colony is barred. Needless to say, smuggling to the black market is a major earner here for anyone brave enough to risk it.
